The Reading Improvement Strategy must address reading course of study needs and priorities. Pakistan does not currently have a reading course of study, and thus no materials for the teaching of reading or time allotted in the school day for the teaching of reading. A task force will be convened and they will participate in standards setting in such a way that the standards may inform development of a reading course of study. Following reading course of study development, materials including textbooks, readers, and other teaching and learning resources would need to be developed. PRP-developed supplementary materials may serve as models of the materials that provinces may consider developing.
A critical element of reading policy relates to the daily instructional time allocated specifically for the teaching of reading. Best practice for reading instruction recommends a minimum of one hour of reading instruction daily inclusive of 20 minutes focusing on phonemic awareness and phonics. PRP is advocating with district education officials and school administrators to allow for 20 minute reading lessons every day for PRP students.
