Pakistan has various assessment systems at the national and provincial levels that also carry out some degree of diagnostic assessment. However, neither of the two major systems – the National Education Assessment System (NEAS), nor the Provincial Education Assessment System (PEAS) – carries out early grade reading assessments. Both lack the capacity to do so which is why, to date, such assessments have been carried out by implementing partners and NGOs supported by donor agencies. PRP is working with NEAS/PEAS to develop staff capacity in reading assessments and to contribute to the RIS development process by enabling them to routinely provide data on student reading outcomes that policymakers and educators need to adjust training and other support systems to improve student reading and measure progress against standards.
