PRP is supporting provincial steering committees and advisory committees to develop and implement individual provincial-level Reading Improvement Strategies (RIS) that will serve as an overall framework – or ‘roadmap’ – for each province to achieve its self-identified goals for reading improvement. The RIS will strengthen the capacity of provinces, districts, and schools to formulate, implement, and monitor successful reading programs in public schools, focusing on key areas that support reading– reading curriculum, assessments, and standards. These three elements all feed into and from one another, and are essential to supporting improved reading outcomes:

1. Reading assessment data, classroom observation, and working sessions with practitioners from a variety of levels need to be brought together to set standards for reading in each language of instruction and with benchmarks for grade levels.
2. Standards and benchmarks would then inform revision of the curriculum and development of corresponding textbooks, teachers’ guides, teacher professional development, and supplemental reading and instructional materials.
3. Assessment tools would again be revised and used to measure progress against the benchmarks using the new curriculum and materials, and so on.
